Measurement Book
The record of what was actually built, measured on site and signed for. An entry says how many units of a BOQ line were done, at what length, breadth and depth, and where on site - and somebody separate from the person who measured it certifies it. Only certified work moves a BOQ line, and only certified work can be billed.
Switch: Settings > Site Work > Measurement Book. Permissions: Record Measurements to write an entry, Certify Measurements to sign one.
Why it matters
With the book off, a BOQ line's completed quantity is moved by the site diary's own "done today" figure. Nobody signs for that figure, so a running-account bill can charge a client for work nobody has agreed was done - and when the client disputes it, there is nothing to argue from.
With the book on, quantity reaches a line only through a measured entry that has been certified. The completed figure is recomputed from the certified entries rather than added to, which is what makes striking one work: un-certify a measurement and the line moves back by exactly what that entry contributed, to the paisa.
Two people, on purpose
Recording and certifying are separate permissions because on any job of size they are separate people: the site engineer holds the tape, and somebody else signs for what it read. That separation is the entire reason a measurement book exists. On a small builder both land on one person - that is a choice the business makes, not one the app forces, so grant both by hand if that is how you work.
Where it appears
Construction shell: Measurement Book in Site Operations (pick a project), with a badge counting measurements recorded and not yet signed. A Site Engineer seat lands on this screen when they sign in. Also the Measurement Register report, across every job at once.

Screens
- Measurement Book - the job's entries, what each measured, who signed it and whether it has been billed. The quantity is worked out from the dimensions as you type, so nobody multiplies by hand.
- Certify / Un-certify - one action on the row, behind Certify Measurements. Both recompute the line immediately.
- Measurement Register - every entry across every job, so somebody can find the entries that have sat unsigned for a month on a site nobody is watching.
